They experience hell in Nigeria from poor facilities and infrastructire and general chaos and mete out hell in return. Then on top of that Nigeria is a poor populous country with many desperate people who want to leave the country. So embassies are tougher on them than they would be in a country where people leave and return (i.e. one western european country to another).
